On turn one while going first, can I sequence rune exhaust/recycle to float energy, play Seal of Fury, then use Legion to play Noxus Hopeful?

Yes, that sequence is legal. You can float energy from a rune, recycle for power to cast Seal, retain the floating energy, and then use remaining resources with Legion active to play Noxus Hopeful.
