Since rules 1.3, apply specific cost reductions before generic ones. Here both reductions are generic, so you may order them as you like. Applying the -1 with minimum 1 first leaves 2, then -2 makes the total cost 0. Reversing the order can leave you paying 1 if that is more convenient.
