Can I replay Not So Fast! after Abandon counters the first one?

Yes. Abandon counters and returns the first Not So Fast! without resolving it. Before Rebuke resolves, players regain priority and you may cast Not So Fast! again if you can pay its full cost again. You pay costs before finalizing each chain item.
