Does activating Equip on gear use the chain and let opponents respond?

When I equip gear using its own Equip ability, such as Brutalizer, does that go on the chain as described in the rules, and can my opponent respond before I choose the unit?

Yes. Activating a gear's Equip ability uses the chain and requires you to choose the unit to equip, so opponents can respond before you choose.
