Do conditional 'this turn' passive effects become permanent after the condition is met?

No. These are conditional passives that check whether you met the condition this turn. If you spent the required resources this turn, you get the bonus; next turn you must meet the condition again. Spending more than the minimum still only counts as meeting it once that turn.
