Does Gutter Palace trigger if only one of its two conditions is met?

Gutter Palace only triggers if the win condition is fully met. If you have 5 cards in hand but not 4 units on battlefields, it tries to trigger, sees the second condition is not met, and never goes on the chain. Both conditions must be satisfied.
