Do playing units create reaction windows on the chain?

If a unit is played with no chain, it briefly creates a chain but resolves instantly with nobody able to react to the unit itself. If played onto an existing chain, the same applies — you can react to other items on the chain. You can react to triggered or activated abilities except ones that Add. Playing gear works the same as playing a unit.
