Does Jhin banish a spell that was countered?

When a spell I control resolves, Jhin banishes it if I spent 4+ energy. If the spell is countered, is it still banished? Does "play" mean finalize or resolve?

No. "When you play" trigger conditions mean resolve. A countered spell does not count for Jhin.
