When Fizz plays Stacked Deck, which card is recycled first?

Resolve Stacked Deck completely, recycling the cards it finds, and only then recycle Stacked Deck itself. Fizz's "recycle that spell after you play it" is a delayed ability that happens after the spell has been played, not at the effect's resolution.
