Can buffs reduce Kraken Hunter's Accelerate power cost?

Can I spend 3 buffs as additional cost to also reduce Kraken Hunter's optional Accelerate power cost, playing him Accelerated for 4 energy and 3 buffs?

Yes. Apply cost increases first, then reductions. Kraken Hunter's discount applies to the whole cost after additional costs like Accelerate are added. You can overpay buffs.
