Does damage reduce Might for Smoke Screen and Blood Money?

Smoke Screen reduces an enemy from 12 to 8 Might, then Singularity deals 6 damage — is it now 2 Might? Can I Blood Money the 2-Might unit?

Dealing damage does not reduce Might. After Singularity it is an 8-Might unit with 6 damage marked and still deals 8 in combat. You cannot Blood Money it since it still has 8 Might.
