How do Viktor, Innovator and Safety Inspector interact with Portal Rescue?

I have Viktor, Innovator and Safety Inspector in base. On opponent's turn I Portal Rescue targeting Safety Inspector, banishing and replaying it.

Does Inspector's play effect resolve after Viktor's triggers, letting me kill the recruit from Viktor?

Yes. Portal Rescue resolves, Viktor triggers, Inspector is finalized and resolves immediately, its play effect triggers, Viktor triggers again — you can order the second Viktor and Inspector however you want, then resolve FILO to play recruits and kill one with Inspector's effect.
