Can Gust respond when an enemy declares an attack with Wielder of Water?

No. Wielder of Water's Might change is passive and applies immediately when the attack condition is met. That declaration does not create a trigger or chain item to react to, so Gust cannot be played in response. Combat designations are also only assigned once combat actually begins, so attacking an open battlefield would not grant the +2 Might early either.
