Does Emperor Dais's conquer trigger finalize if you decline the sand soldier?

The ability finalizes and goes on the chain before the unit is returned to hand and before any energy is paid, if you choose to pay. Paying and returning a unit are part of the effect on resolution, not costs to put the optional trigger on the chain. Because of the "you may" wording, you choose whether to put it on the chain at all.
