For gear, what does 'play' mean exactly?

When a gear card says 'when you play this' or has an effect that triggers on play, does 'play' mean placing the gear from hand and resolving it, rather than simply having it remain equipped on board?

Yes. In triggered text, 'play' refers to the play-and-resolve event of the card. A gear can then remain on board afterward, but that does not create additional 'play' events by itself.
