Can Hwei's reflexive trigger fail to finalize for the Might bonus part?

Hwei's move ability creates a reflexive trigger that readies runes and grants a Might bonus. Can that reflexive trigger fail to finalize because of target issues on the Might part?

No in this case. The rune-readying part uses up-to targeting and can still finalize, and the Might bonus does not create a separate failing target requirement that would prevent the reflexive trigger from becoming a chain item.
