Can Rengar ambush from base if he is exhausted?

No. Ambush only lets you play a card out — you cannot use it to join a fight from base, whether Rengar is exhausted or ready. A unit already in base has already been played and cannot be played again with Ambush. Ambush only works from your hand, champion zone, or other zones where cards can be played from.
