Does The List need Deflect for Mighty Fiora when naming tags versus unit names?

"Fiora" is a valid tag to name, but the tag is separate from Fiora the unit. "Ruin Runner" is not a tag — Ruin Runner only has the Shurima tag, so it cannot be targeted by a List naming the Ruin Runner unit name. A List naming the Fiora or Demacia tag would have to pay Deflect to target a Mighty Fiora with its activated ability.
