Can opponents react to Rumble's recycle cost or the Mech from trash?

When Rumble's ability recycles a unit as a cost to finalize his second trigger, can the opponent remove that unit with Gust or Star-Crossed before it is recycled?

After the recycle cost is paid, the "play a Mech from trash" effect goes on the chain — can they respond with Disposal Orders to stop the Mech?
