Can you react to Legion cost reduction with Ride the Wind?

I played Noxus Hopeful using its Legion cost. My opponent tried to react with Ride the Wind on top of that. Can Ride the Wind react to Legion, and does Legion work differently as a cost modifier?

Ride the Wind is an Action, not a Reaction, so you cannot react with it. You also cannot react to this instance of Legion because it is a passive ability that modifies the card's cost, not a triggered ability on the chain.
