Does exhausting runes require priority, and can leftover runes carry over?

Can I exhaust runes whenever I want, even outside a reaction window? Also, can leftover runes from last turn be used before the Awakening step on my turn?

Exhausting runes requires priority. Tapping runes still requires a trigger or your turn to be exhausted. There is no way to get bonus runes from what was left over last turn because there is no window for anything before the Awakening step on your turn.
