Can Flash move units out of Elder Dragon's play effect?

My opponent targets units at different locations with Elder Dragon. If I play Flash and move some of those units to base before the ability resolves, do they still take damage?

No. Elder Dragon uses separate targeting restrictions for each location. If a targeted unit moves away from the location where it was targeted, it no longer satisfies that targeting restriction and is unaffected as the ability resolves.
