Can someone react after I pay 2 XP for Insightful Investigator?

Insightful Investigator lets me reveal an opponent’s hand, then pay 2 XP to choose a card. Is that payment part of finalizing the trigger or part of resolution?

That payment happens during resolution, not finalization. The whole effect resolves as one chain item, so players cannot react midway through after the hand is revealed or after the 2 XP payment.
