Can Akshan move gear already attached to an enemy unit?

Can Akshan move equipment that is already attached to an enemy unit?

If so, can I pay to attach that equipment to another unit while it is still attached, or must I wait for the first unit to die?

Yes, Akshan can move gear that is already attached to an enemy unit. However, while equipment is attached, you cannot normally reattach it elsewhere because its attach cost rules text is inactive until it becomes unattached.
