Can a regional distributor restrict card language at official tournaments?

The official distributor in Taiwan has informed local stores that once official tournaments begin, only Traditional Chinese cards they distribute will be allowed. Cards in other languages, even genuine Riftbound products, would not be legal. Does a regional distributor have authority to impose additional language restrictions for Riot sanctioned events, or does that conflict with global tournament policy?

If distribution follows the Chinese model, regional tournaments may only allow the locally distributed language. Traditional Chinese and Simplified Chinese are treated as different languages for Riftbound purposes, so cross region cards may be restricted at regional events.
