Must Falling Star pay Deflect twice, and can I decline the second Deflect?

Falling Star deals two instances of damage. Against a Vex with Deflect that only needs one hit, must I pay Deflect for both instances?

Can I target the same unit twice and decline to pay the second Deflect cost?

Falling Star deals two instances of damage, which means two Deflect costs if applicable. Declining to pay Deflect is only relevant for triggered abilities; for spells, if you deny a mandatory additional cost you cannot play the spell.
