Falling Star deals two instances of damage. Against a Vex with Deflect that only needs one hit, must I pay Deflect for both instances? Can I target the same unit twice and decline to pay the second Deflect cost?

If i use Alphas strike my 6M unit on BF A with opponent vex 4M(deflect) and a 2m unit. I choose 4 dmg to vex and 2 dmg to other unit. Question is do i pay additional 4 deflect cost or just 1 from the Vex. How does this interaction resolve?
I cast a spell that affects all units at a targeted battlefield, but does not choose those units as targets. Does Deflect apply?
